A request ignored by PECO for two years became a top priority for MORE Power, which promptly acted on it last Sunday.

MORE installed an intermediate pole in order to clear, as per the school’s request, an overpass bridge that crosses the highway and links their two campuses. “They had been requesting PECO non-stop for this work to be done for years but it remained a problem until we came along,” said Engr. Paterno Cabangisan, MORE Power’s Head of Transmission Lines.

Meanwhile, officials of the said university were overjoyed to see MORE Power workers relocate the 69kV line to an 80-foot intermediate pole put up in the area.

“It entailed a little inconvenience on the part of our consumers—our apologies–but the safety of ISAT-U students is imperative. And we had to do this on the least interruptive day. Buti na lang [It’s a good thing] the consumers understood why this had to be done,” Castro said.

For two years the construction of an overpass linking the two campuses of Iloilo Science and Technology University (ISAT-U) in La Paz district was put on hold, waiting for a 69kV line to be relocated by PECO.

But while the request was never granted by the former Iloilo City power distributor, the relocation of the high-voltage wires to a higher electric post was completed by engineers and linemen of MORE Power last Sunday, a day dedicated to corrective and preventive maintenance works at the Mandurriao Substation.

No less than MORE Power president Roel Castro, together with ISAT-U officials, supervised the relocation of the 69kV line that took them about six hours.

“Actually, the entire University is very happy. Construction of the skywalk started in 2017 but had to stop the next year because of the 69kV line. We requested PECO to help us relocate the line, but they did nothing. Now we are extremely glad that this was carried out with the help of MORE Power. We are all looking forward to the completion of this project very soon,” averred Engr. Gabriel Salistre, Jr., VP for Administration and Finance of the university.

“I am very, very happy that after two long years, it’s finally done. At long last, we can proceed with our overpass project,” said an elated Russ Allen Napud, ISAT-U Director for Planning Development and Auxiliary Services.

“On behalf of the University, we would like to say ‘thank you’ from the bottom of our hearts to MORE Power for realizing the transfer of that 69kV line to a much safer place. Now, there’s nothing that prevents us from completing the overpass,” added Napud.

In an earlier interview, ISAT-U president Dr. Raul Muyong expressed his gratitude to MORE Power president Roel Castro for acting on the problem with speed.

“In fact, MORE Power visited the site as soon as they received our request to evaluate the situation. They also promptly submitted a proposal to correct the problem, which we agreed with,” he said.

“We are grateful because it will now be very easy for us to access the other side of the campus,” he said.
Muyong recalled that MORE Power’s quick action was a far cry from what PECO did when the problem was brought to the attention of the former utility distributor.

“We had formal communications with PECO and even signed a certificate of undertaking with them regarding the problem. We also solicited the help of local officials to help us appeal to PECO to address our concerns, but all those requests fell on deaf ears,” he noted.

He added that the school ended up purchasing high voltage conductor covers to ensure the safety of the personnel working on the access route while they were waiting for PECO to no avail.

Once completed, the access route for the two campuses will be a big help to students, teachers, stakeholders, and officials, providing them with a much safer and more convenient access between the two campus sites.

MORE aligns to Iloilo City as Investment Destination

More Electric and Power Corp. (MORE Power) earns support from Iloilo City business and transport leaders for its operations as the new utility distributor.

In a separate media statement, business and transport leaders considered MORE Power’s effort to correct the current state of disrepair of the city’s electricity distribution system is a commitment they promised, which naturally resulted in scheduled power outages.

Moreover, the old utility Panay Electric Co. (PECO) was asked by several business leaders to accept it’s lost the electricity distribution business and move on to spare the city the ongoing struggle.

The president of the Iloilo City Loop Alliance of Jeepney Operators and Drivers Association (ICLAJODA), Raymundo Parcon, praised MORE Power for “diligently doing their upgrading and comprehensive preventive maintenance in all its substations and upgrading its distribution lines.”

This statement debunked the claims of the old utility Panay Electric Co. (PECO) that the new service provider, MORE Power, has caused power outages to hit Iloilo City in recent weeks due to its lack of experience in running such an operation.

The Iloilo Economic Development Foundation (ILEDF), a group of Iloilo City’s varied business associations, stated through its Executive Director, Francis Gentoral, that ILEDF “is confident that MORE Power remains true to its commitment to provide transparent service and has never shied away from informing the public of the unscheduled power interruptions, their durations, and causes.”

ILEDF said PECO could best serve Iloilo’s interests if it accepts it has lost the power distribution business.

”ILEDF calls for unity in the face of the global health crisis and for PECO to accept the things it can no longer change — expired franchise, revoked CPCN, revoked Mayor’s Permit — for the whole of Iloilo City to move forward and level up as envisioned by the city government.”

ILEDF said the city’s power distribution utility should have “a demonstrated capability, track record, and financial capability to operate and maintain a distribution utility for a fast-growing metropolis; make significant investments in infrastructure; systems and technology; and human resources; and maintain a long-term commitment to Iloilo.”

The business group noted that for the first time, “Iloilo City consumers … finally, enjoy(ed) a (per) kilowatt-hour (kWh) rate of less than Php10 when MORE Power took over as distribution utility” as Iloilo City had recorded one of the highest power rates in the entire Philippines for more than 15 years under PECO.

They also noted the experience of Iloilo City’s businesses and residents in the first few months of MORE Power’s operation that it ” supports efforts to address public welfare concerns particularly on the eradication of theft of electricity, fire prevention, and overall improvement of services to the Iloilo City consumers.”

Meanwhile, Western Visayas Transport Cooperative general manager Halley Alcarde is satisfied that MORE Power “is really committed to delivering the needed upgrades in all aspects of their operations, from upgrading the capacity of every substation to their distribution lines, and replacements of old meters of its consumers.”

He also noted the uproar from Iloilo City’s consumers before MORE Power took over in March this year over PECO’s overbilling of its customers and the proliferation of illegal connections that resulted in a higher rate of systems loss that caused Ilonggos’ monthly power bills one of the highest in the Philippines.

In particular, the general manager commended MORE Power President Roel Castro for being “very open and transparent with most of its dealings and on handling the operations down the line as consumers are updated of the current power distribution situation in the city as well its current limitations, something that we don’t know from the previous one.”

The business group regarded that this position was in line with the vision of the city’s business leaders to promote Iloilo as a preferred investment destination and underscoring the urgency for the world-class electricity service for Iloilo City.

For so long, MORE Power is lambasted online and offline as people criticize the company for being ready without any facilities such as posts, meters and cables. MORE Power had less than a year when they got the franchise. The House Bill No. 8302 that aims to grant the company a franchise to be a distribution company underwent a rigid approval and was signed into law as Republic Act 11212 last February 14, 2019. RA 11212 was then made effective on March 6, 2019. This grant is termed to expired after 25 years, March 6, 2044.

Republic Act 11212 is an Act Granting More Electric and Power Corporation a Franchise to Establish, Operate, and Maintain, for Commercial Purposes and in the Public Interest, a Distribution System for the Conveyance of Electric Power to the End Users in the City of Iloilo, Province of Iloilo, and Ensuring the Continuous and Uninterrupted Supply of Electricity in the Franchise Area.
